ADMINISTRATIVE STRUCTURE

Local government and administrative units are collectively known as local councils.
Rukungiri District Local government is organized hierarchically and is divided into five levels. Thus, Local Councils (LC) are along the following levels: village council (LC I), parish council (LC II), sub-county (LC III), Municipality/county council (LC IV) and district council (LC V). The LC III and Municipality (LC IV) are Lower Local Governments whereas Parish (LC II) and Village (LC I) are administrative Units. Rukungiri District is located in South Western Uganda bordering the Districts of Ntungamo in the East, Rukiga in the South, Mitooma in the North and Kanungu to the West. It lies at an approximate altitudinal range of about 615 m to 1864 m above sea level; Latitude 000 47’ 21”S and Longitude 290 56’ 30” E. The administrative Headquarters of the district is situated in Rukungiri Town Council about 380 km from Kampala, the Capital City of Uganda

Rukungiri district is made up of two counties and one municipality. Rukungiri district Local Government covers an area of 1,524.28 sq km2. According to Census 2014, Rukungiri has a population of 314,694 of which females are164, 678 (52.3%) and males 150,016 (47.7%) with an urban population of 43,606 (13.9%). There is an increasing rate of population growth from 1.3% (275,162) to 1.5% (314,694). It is now projected to be 360,127 at a rate of 1.7 per annum

Rukungiri district receives an average annual rainfall of 700mm-1200mm with two rainy seasons, during the months of February-May and September-December. Temperature ranges between 15ºC to 20ºC. The topography is a mixture of fairly rolling and sharp hills, relatively flat rift valley and mountains, shallow valleys and flat land. The soils are generally sandy, clay and slightly laterite loams, suitable for cultivation.

RUKUNGIRI DISTRICT ADMINISTRATION

A district is led by an elected local council V (LCV) chairman and his executive. There is also an elected LCV council, with representatives from the sub-counties, town councils and Municipal Divisions in the District.

The Senior Management Team works with the political Leadership to oversee the strategic objectives of Rukungiri District Local Government. On the technical side, Rukungiri district is headed by a Chief Administrative Officer, appointed by Public Service Commission

County

A county is made up of several sub-counties. Rukungiri District has two rural counties: Rubabo county and Rujumbura county. Each county is represented in the national parliament by an elected member (MP). 

Sub-County

After the parish level to the sub-county. A sub-county is made up of a number of parishes. The district has 9 Sub counties 4 Town Councils 1 municipal council and 3 divisions. The Municipality is run by the Town Clerk on the technical side and by an elected municipal Mayor. The sub-county is run by the sub-county chief on the technical side and by an elected local council III (LCIII) chairperson, supported by an executive committee. The sub-county also has an LCIII council, with a speaker and deputy speaker. The council consists of elected councilors representing the parishes, and other government officials in the sub-county.

Parish

The parish is the next administrative level up from the village. A parish is made up of a number of villages. Each parish has a local council II (LCII), made up of all the chairpersons from the village LCIs in the parish. Each LCII elects, from among themselves, an executive committee Currently, LCIIs is largely involved in settling land disputes and community mobilization for various activities. The parish is run by a parish chief who provides technical leadership to the LCII. There are 68 parishes and 12 wards in Rukungiri District.

Village

A village is the lowest political, administrative unit. A village consists of approximately 50 or more households. Each village is run by a local council – local council I (LCI) - and is governed by a chairperson (LCI chairperson) and nine other executive committee members. There are 827 villages in Rukungiri District.
