Like the rest of the country, Rukungiri is implementing the free Universal Primary Education (UPE) programme and since 2007 Universal Secondary Education as well. The district would be poised to achieve goal number two of the Millennium Development Goals (To ensure that, by 2015, children everywhere, boys and girls alike, will be able to complete a full course of primary schooling) but it is still facing the challenging of dropouts. Currently the completion rate of the primary level of education is 44% in government-aided primary schools. However, the drop out rate is not necessarily 56% as some of the pupils who drop out from the private schools join the private ones because the quality of education is better. 54% of the pupils who complete the primary school cycle are girls. There are also ten secondary schools participating in the governments universal secondary education programme. Number of schools There are 176 government aided primary schools and 46 private ones in Rukungiri district. Enrolment in government aided primary schools stands at 72637 pupils up from 44,602 pupils who attended primary school in 1996 prior to the introduction of (UPE). There are 14336 pupils in private schools.
The 72637 pupils are managed by 1802 professionally trained teachers in the district thus creating a teacher- pupil ration of approximately 1:40.
